			<content:encoded><![CDATA[<p>Greetings, everyone!</p>
<p>Construction activities are in full swing on Glenwood Street.  Wagner Construction out of International Falls is the contractor.  Salo Engineering and the City of Duluth are providing the construction management and project inspection.  Work began the week of July 6, 2010 at the intersection of 60<sup>th</sup> Avenue East and Glenwood Street.</p>
<p><strong>Progress to date includes the following:</strong> 1) watermain, sanitary sewer, and storm sewer installation from 60<sup>th</sup> Avenue East to 54<sup>th</sup> Avenue East; 2) both sanitary and water services are complete from 60<sup>th</sup> Avenue East to 54<sup>th</sup> Avenue East; 3) subcut and backfill roadway with sand from 60<sup>th</sup> Avenue East to 58<sup>th</sup> Avenue East; 4) pavement removals from 54<sup>th</sup> Avenue East to 52<sup>nd</sup> Avenue East; and 5) removal of old utilities.  The contractor will continue focusing efforts from 60<sup>th</sup> Avenue East through the intersection of 54<sup>th</sup> Avenue East in the next few weeks.</p>
<p><strong>Upcoming immediate schedule: </strong>In the next two weeks, Wagner will have two different operations running simultaneously.  The first operation will be completing the subcut and backfill of sand and class 5 from 60<sup>th</sup> Avenue East to 54<sup>th</sup> Avenue East.  The second operation will focus on the remaining pavement removal and watermain work from 54<sup>th</sup> Avenue East to 52<sup>nd</sup> Avenue East.  Included in this second operation will be the connection of temporary water services to all homes between 54<sup>th</sup> Avenue East and 52<sup>nd</sup> Avenue East.  Once the temporary water services are connected, work will begin on the watermain.  The project inspector and/or City staff will notify residents when the connection to temporary water will take place.</p>
<p><strong>Upcoming extended schedule 60<sup>th</sup> Avenue East to 54<sup>th</sup> Avenue East: </strong>Once the roadway is built up to the class 5 grade, the concrete curb and gutter and sidewalk will follow.  The concrete work should take about 2-3 days.  Following the concrete work will be the paving of the roadway and the restoration of the yards and boulevards.  We anticipate this work will be complete by the end of September 2010.</p>
<p><strong>Upcoming extended schedule 54<sup>th</sup> Avenue East to 52<sup>nd</sup> Avenue East:</strong> Similar to the construction of the lower 3 blocks, Wagner will focus on getting the watermain in first with the sanitary sewer construction to follow.  Once the mains are in, the water and sewer services will be installed.  After that, the storm sewer will be placed.  Once all utilities are complete, the road reconstruction will begin.  <em>We will not be doing any work in the intersection of 52<sup>nd</sup> Avenue East this year; that work will be done in 2011</em>.  All work in this section is scheduled to be completed in early November 2010.</p>
<p>To prepare for the work on the water main next construction season, we will be directionally boring a new watermain on 47<sup>th</sup> Avenue East, between Glenwood Street and Oneida Street.  This work will require the temporary closure of those two intersections to make the necessary connections to the existing water main.  This will happen in September; affected residents will be notified.</p>
<p>Anyone who has questions or concerns during the work day should contact David Bolf, Project Manager with Salo Engineering at 727-8796 or Aaron Martineau, Project Inspector at 391-5610.  Problems that arise after hours should be reported directly to Wagner Construction immediately at one of the following numbers: Andy Hanke at (320) 510-2164 or Matt Guerton at (218) 240-9045.</p>

<p><strong>Upcoming immediate schedule: </strong>In the next two weeks, Wagner will be focusing on completing the water main and sanitary sewer main construction through the 54<sup>th</sup> Avenue East intersection.  Once these are complete, they will begin work on the sanitary and water services to each home.  Then the storm sewer and road subcut will follow.  The next step is the rebuilding of the roadway, which consists of hauling in new sand and class 5.</p>
<p><strong>Upcoming extended schedule: </strong>Once utilities are complete between 60<sup>th</sup> Avenue East and 54<sup>th</sup> Avenue East, work will start on the utilities from 54<sup>th</sup> Avenue East to 52<sup>nd</sup> Avenue East.  We are currently on schedule to be working in this section the week of August 23.  Once work starts on this section, it will follow a similar pattern as the previous section.</p>

<p>After a long waiting period, we have finally received approval from the State for the reconstruction of Glenwood Street.  Wagner Construction of International Falls has been awarded the construction contract.  The City of Duluth has issued a Notice to Proceed letter to the contractor.  With a compressed construction season, the project milestones need to be adjusted.  Salo Engineering and the City are working with Wagner to better define what we feel can be accomplished this year.  Following is the schedule at this point:</p>
<p>Tuesday, July 6, 2010:   Traffic control and detour in place.</p>
<p>Wednesday, July 7, 2010:   Wagner mobilizes equipment.</p>
<p>Thursday, July 8, 2010:   Wagner commences construction at the intersection of 60th Ave E and Glenwood St.</p>

<p>Salo Engineering will hold weekly construction meetings every Tuesday, beginning July 13, at 7:30 a.m. at the intersection of 54th Ave E and Glenwood St.</p>
